2nd Hearing by Committee on Public Order and Safety into Excess Deaths Held on 21st November 2023. DOH presented Claiming Deaths Due to Missed Health Care and No Possible Link with C19 Vaccination.
DOH and PSA were the main respondents in this 2nd hearing and flatly denied any problems with Covid-19 vaccination for the population. DOH also not aware of deadline on IHRs. Next hearing in December.
The first hearing was held on 14th November 2023. The main presentations were by Lunas Pilipinas explaining excess deaths and Dr. Quijano giving his analyses of the causal relationship between the Covid-19 vaccination and the excess deaths observed.

The second hearing was held on 21st November 2023. The main presenters were Department of Health and the Philippines Statistics Authority.
I will share summaries once they becomes available (team mates are working on compiling these). Key takeaways that I noted included:-
DOH maintains that Covid-19 vaccination was safe and effective and has saved millions of lives worldwide.
DOH flatly denies any possible link between the Covid-19 vaccination rollouts and the excess deaths seen starting in 2021 and continuing into 2022 and 2023.
DOH claim that all excess deaths were due to missed health screenings and thus missing medical interventions for the population, which resulted in escalating cases of heart attacks, strokes, cancers, etc. which only reached a critical breaking point in 2021.
Readers, in the Philippines death from vaccination is not an option for a death certificate, which follows standardized death causes. We should note though that Philhealth does recognize a list of conditions that may follow Covid-19 vaccination. Many of these, if they could cause death, would be listed as cardiovascular, cerebrovascular and hypertensive causes.
Could these then explain the massive rise in cardiovascular, cerebrovascular, and hypertensive deaths in 2021? DOH does not think so. Just as all deaths from Covid-19 infection following Covid-19 Vaccination were considered as “natural covid-19 deaths”, so too will all these events be considered “natural” and in no way related to the Covid-19 vaccinations.
DOH confirmed that the only possible severe adverse reactions following Covid-19 vaccination was anaphylaxis, and that 9 persons had died from this.
Congressmen asked DOH about the health screening procedures for persons who would receive Covid-19 vaccinations, and whether they were screened for allergies. It was discussed that while people with underlying health conditions should be screened by their personal doctor before presenting for vaccination, the only on-site screenings done were blood pressure and temperature checks. Recipients were observed for a short time following vaccination to ensure that they did not have an allergic reaction.
DOH asked the Lunas Pilipinas group what they would have done differently. When ivermectin and early treatment was mentioned, DOH representatives snickered, and stated that Ivermectin had been thoroughly debunked and that the DOH could only follow proven and scientifically based WHO recommendations and treatment protocols.
The Pandemic Treaty and IHRs were discussed in some detail with Congressman Fernandez explaining sovereignty concerns at length. It turned out that the DOH representatives were not aware that there is a deadline of 1st December for WHO charter amendments.
Media coverage of Tuesday’s hearing has been limited to one article, so far. While it is clearly biased towards DOH and against the Lunas Pilipinas coalition, it does give a fairly detailed description of the discussions. Reading between the lines, astute readers may realize that there are many concerns hidden beneath the thin veneer of the DOH’s glib reassurances.
The next hearing is slated for 2nd week of December 2023. There is much preparation to be done to counter DOH’s claims and summarize all data presented to date. Necessarily much of this will come from my analyses of Government data. Please pardon me if my articles will be fewer in the next 2 weeks, while I focus on preparation. POPCOM PROJECTS POPULATION WILL HIT 115 MILLION BY END OF 2023. I PROJECT A 2 MILLION SHORTFALL IN THIS PROJECTION BASED ON CURRENT VITAL STATISTICS TRENDING
In other news, Popcom has stated that the Philippines population, growing at a rate of 1.6% per year will reach 115 million before the end of 2023. This is based on the PSA Census showing that the 1 May 2020 population is at 109,035,343.
I am not sure that this POPOM growth claim has taken into account the latest population vital statistics data.
Taking the 1 May population of 109,035 and adding the population growth (registered births - registered deaths) up to 31 December 2022, I arrive at a probable population of 112,287,652. Given that the population has been increasing at a rate well less than a million persons a year for the past 3-years (with growth trending downwards), and conservatively assuming that the 2023 population growth would be similar to that of 2022, I estimate that the actual population by the end of 2023 would be just under, or close to 113 million, 2 million short of POPCOM’s projections.

I guess that nobody explained the excess deaths are happening worldwide in every country that had mass vax roll-out. People did not miss appointments etc everywhere else. Young people who are generally the healthiest are dropping like flies.
