Can DOH accept 1 million Doses of Covax now that there is no longer any State of Calamity in the Philippines? Under EUA the sole permitted remaining use is consumption of on-hand stocks.
Besides valid use of these bivalent products, there is the mainstream concern that they offer no benefits! Then there are the safety concerns, severe enough to be given mainstream media attention.
However, international mainstream media are already reporting that the Bivalent products offer no additional protection.

Dr. Offit’s comment on the bivalent: “neither research group found the bivalent boosters to elicit superior immune responses”.
There are also safety concerns over the bivalent products. These must be pretty major to also be hitting mainstream media, considering that side effects and deaths from the prior products have been ignored and glossed over as extremely rare.
Can DOH Procure / or Accept Donated Products with no State of Calamity?
Besides all the safety and efficacy concerns, we must ask, how can the DOH be canvassing for donations of bivalent vaccine, when their EUA for the bivalent (not on the Philippines FDA Website, copy received via FOI request) specifically states that the products may only be used under “State of Emergency”. I assume that is the same as the “State of Calamity” which expired last 31 December 2022.
With the lifting of the declaration, there is a provisional validity for a period of (1) year for “the sole purpose of exhausting remaining products”.
How is acceptance of donations, exhausting remaining products? As far as I know there is no CPR.
DOH needs to provide answers. Local readers are encouraged to ask questions to their local government, health officials, and newspapers reporting this development.
