Confirming the Relaxation of Travel Protocols for the Philippines
IATF Resolution dated 4th October 2022 has been endorsed by the President on 28th October 2022. Philippines is open for visitors regardless of vaccine status. Unvaccinated require antigen test.
Confirmed that the Philippines is now mostly open with very minor requirements for unvaccinated persons and no more quarantine, unless a visitor tests positive.

Injected persons need to provide proof, but then have no further restrictions placed on their entry. The document defines vaccinated (item a.) as persons having taken a primary series of covid-19 product at least 14-days earlier. There is no booster requirement at all.
Unvaccinated persons are required to either:
Item 1, take a laboratory based rapid antigen negative test result for unvaccinated travelers taken within 24-hours prior to travel, or if they cannot be tested prior to travel, to Item 2, take a test upon arrival in Manila airport. Quarantine is not required in case the test results are negative.
Best practice for unvaxxed US travelers to PH: Get pharmacy certified antigen test 24 hours before boarding your flight. You could test positive upon arrival in PH, then quarantine is required. Home saliva antigen test are not okay!
