EO 2023-0007, 30 March 2023 Sets Out Guidelines on Surveillance and Management of AEFI following vaccines. Vaccine Marketing to Teens, DOH Trust Rating at 50% in NCR. New Covid-19 Health Protocols.
PAO being questioned in budget hearing on necessity of maintaining forensic pathology unit by Rep. Garin (former Health Secretary) who is PAO is suing over the 2016 Dengvaxia rollout to children.
DOH EO Issued on 30th March 2023 sets out guidelines for surveillance and management of AEFI following vaccination. This refers to all vaccines. While the reporting system is passive, all doctors and medical professionals should familiarize themselves with these guidelines, and the reporting requirements.
Annex A, sets out Surveillance Flow and Oversight.
Although the document states that all suspected AEFI should be reported, Annex B sets out types of reactions which should be reported by vaccine type (partial screenshot): -
Vaccine Promotion to Teenagers with FACT Check
Meanwhile DOH is marketing directly to teenagers telling them to take vaccination for measles (MMR), HPV, Pertussis and Diphtheria (DTap to DPT) via DOH Clinics or School Immunization Programs.
Somewhat cryptically, the DOH is reported to have stated that 13% of teenagers contract measles, 40% diphtheria, and 11% pertussis? These figures are fact checked as FALSE; at most there are a few hundred annual cases of these conditions reported nationwide. Perhaps something was lost in translation? In 2022, there were 589 vases of measles, 98 Cases of Diphtheria and 4 cases of pertussis reported to the DOH.
DOH Celebrates Being 4th Most Trusted Government Agency
DOH has rated 4th in a public trust survey conducted by OCTA Research, a private polling company.
A 50% trust rating in NCR (though higher in regional areas), for the Nation’s Health Agency (meaning half don’t trust) should be a matter for concern. Regardless, DOH congratulated themselves on their twitter page, thanking the people, without revealing numbers! What does that say about other government agencies?
New Protocols Following Exit from Public Health Emergency
The DOH has issued new guidelines for the nation following exit from Public Health Emergency in 21st July 2023.
Masking, while no longer required, is still recommended to be mandated in health care settings. Mask wearing in public transportation is no longer mandated but is still recommended for vulnerable populations.
Minimum health standards remain the same, except that physical distancing is no longer required. Of course, vaccination is still recommended.
It looks like masking will continue indefinitely in the Philippines. Below is a message from a local school in Cebu recently shared with me. Kids are being asked to stay home from school and masking is instigated to address general (not covid) illness among students and staff.
I also know for a fact that people are still being required to take covid-19 tests before in-patient treatment unless they are up-to-date with booster doses.
Pitting Government Office Against Government Office
Former Health Secretary Garin, during a Department of Justice (DOJ) hearing on budget is asking why the Philippines Attorney’s Office would be Seeking to sue Covid-19 Vaccinators (the case referred to was one filed to try to prevent Covid-19 vaccination of children aged 5 to 11).
Perhaps it is because PAO’s role is to protect the people, particularly people who would not otherwise gain access to fair legal representation?
Garin stated that the cases against Covid-19 Vaccines were essentially copy paste of the case against Dengvaxia. Perhaps that is because the same issues are pertinent, though bigger: the mass rollout of unapproved vaccines, which are causing harm.
Further discussion, here from Rappler. It would appear that the Philippines has limited forensic pathology capability. Rep. Garin is questioning the need for PAO to maintain a forensic pathology unit, and their findings with regards to Dengvaxia, which has led to considerable vaccine hesitancy.
Excerpts from the article:-
Of course, those persons subject to investigation as a result of forensic findings may question the veracity and validity of those findings! Garin, being sued by PAO over Dengvaxia, certainly has a conflict of interest, to be commenting on PAO Operations and capability at this time! Competent forensic analyses will be required to investigate claimed Covid-19 vaccine injuries.

I could have gone into Forensic Pathology, but the pay is low, and the danger to one's life is high. You'll be the one validating XYZ politician's semen inside a victim of a rape-slay case. No thank you. The call center industry is much safer and pays more. They can invite all the experts they want but nobody in the Philippines with integrity will apply for that post. Our beloved politicians only rule themselves--- people with nice cars, nice houses, and frequent trips overseas. They vacation in a First World country, take note of what's working there, come home, and sponsor a fucking stupid bill like car seats for all people traveling in cars with infants. Or a seatbelt law for public jeepneys without airbags. The COVID brouhaha is just another example of Third World idiots acting like they live in a First World society.
