Clarification on The Expose article titled "Philippines notifies WHO it rejects the amendments to International Health Regulations “in toto” by Rhoda Wilson

While we are very appreciative of Ms. Wilson’s comprehensive article, and the international attention it engenders, a clarification is needed on points which may be known to a non-Filipino who is not intimately familiar with Philippine Constitutional and domestic law.

To clarify, the Philippine House of Representatives has not yet passed a resolution to this effect. Cong Dan’s filing of the resolution with the HoR and transmittal of the rejection letter to the WHO was in his sole capacity as a member of Philippine Congress.

Under Philippine law, foreign affairs are a function of the Executive Branch of government.

But what’s a country to do if the Executive isn’t stepping on the brakes to keep the nation from going over the cliff? Cong Dan had to do something as a preemptive action.
