HB6522 creating the Philippine CDC, now has a Senate version, SB1869. Without due notice, it was taken up on 14/2/23 for priority consideration. The President and DOH are Granted Unprecedented Powers.
Key Changes from HB6522 include transfer of the Powers of the CDC Director General to the President, the definition of “disease” expanded to include communicable and non-communicable, Vaccination!
This new bill SB1869 filed with Senator Pia Cayetano as first sponsor is being pushed as a priority bill. There has not been any public discourse over this bill, which effectively, if passed, could pave a way for medical martial law!
This SB No. 1869 takes the previously discussed HB6522 (links below) some very large steps further.
There are three key significant additions under the SB1869 version that I have identified so far: -
1. Empowerment of the President with Effectively Limitless Powers in the Case of Certified Public Health Emergency
Article IV, Section 12. This section transfers the powers in the previous bill under the CDC Director General directly to the President. In case of a “certified public health emergency”, the President is empowered with effectively limitless special powers, including the carte blanche “f) Perform such other functions and activities, as deemed necessary”.
Recall also that a public health emergency is broadly defined to include imminent and probable (not confirmed) threats. It also includes non-natural threats such as government imposed trade and travel restrictions.
2. Expansion of the Definition of Disease to Include Communicable and Non-Communicable Diseases
Under definitions, the definition of disease is expanded from just communicable disease to also include non-communicable diseases. Effectively heart disease, cerebrovascular disease, diabetes could all be used as a basis for declaration of a public health emergency.
3. Enabling Local Vaccine Manufacturing / Vaccine Self-Reliance
Under Sec. 21, local vaccine manufacturing in the Philippines is to be prioritized under a “Vaccine Self-Reliance National Action Plan”.
Inbuilt Conflicts of Interest
This bill strikes me as having major built in conflict of interest. Here we have a bill set up to enable easy declaration of health emergencies based only on declared POTENTIAL RISKS, which also provides for the procurement of commodities without normal testing / approval procedures, and at the same time pushing development of new vaccines.
They could make and drive their own market though declarations, and allow liability free use of all products, which can be legally forced on the population under the guise of health emergency.
The ability to detain people who are not ill, to quarantine people and goods, to seize and direct public and private assets and resources to be used for a health emergency, to procure without oversight and force untested commodities on the population, liability free, all provide a chilling glimpse towards a controlled dystopian future.
There seems to be no oversight provisions, or clear accountability. The bill is so broadly written to be interpreted as the President and DOH see fit!
OIC Vergeire was recently crowing that the CDC Bill would remove all restrictions and limitations on their procurement and use of vaccines. Here is an interview between Vergeire and Reporter Karen Davila;

All of the other concerning clauses remain including those for tracking, surveillance, quarantine and detention of “suspect persons who are not ill” remain.
Sec. 15 Issuance of Special Regulatory Authorization, will allow the terms of the EUAs used under the prior State of Calamity for Covid-19 to be reimposed. Note that under Sec. 17. unauthorized commodities for public health emergency shall be prohibited (ie. only approved treatments / medicines/ vaccines will be permitted).
Immunity from Liability still stands.
Call to Action for Filipinos

This bill as it stands will enslave Filipinos to a biomedical state, and with that state in turn subservient to the WHO and it’s IHRs.
This bill is not acceptable in a free and democratic society. It’s removal of human rights goes against the constitution.
Discussion and review and action to stop this bill in its current form is needed less the majority of humans become nothing more than caged work animals, to be used, treated, dealt with, and disposed of as the elite masters see fit.

From Jan. 1st 2023 to Feb. 15th more than 7 Million 532,000 people have died world wide NOT from Covid. The 3 year total deaths attributed to Covid as of Feb. 15th is ONLY 6 million 784,000.
