House Bill No. 9563 "No WHO Pandemic Preparedness Treaty without Senate Approval Act" Introduced by the Honorable Congressman Dan S. Fernandez on 20th November 2023.
To address concerns with the WHO Pandemic Treaty and modified IHRs, this act requires any new instruments brought by the WHO be considered as treaties, necessarily subject to Senate ratification.
HB 9563 has been filed today 20th November 2023. The explanatory preamble outlines concerns with the proposed WHO Pandemic Treaty and the amendments to the IHRs, the WHO’s self-appointment as expert in all things pandemic, and the secrecy and speed under which all negotiations are taking place.
The Pandemic Treaty and the IRH modifications are presented as a power grab by the WHO, who has not yet been held to account for their apparent gross mismanagement and failures in managing Covid-19, as evidenced by delays in their communications with member states, gross misinformation and propaganda, and worldwide soaring excess deaths.
Lingering doubts on the WHO’s competence and integrity are referred in the context of its drive to gain “unbridled authority or supranational power to handle future pandemics”, and this very timely bill is tabled!
The bill is provided and requires any instruments of the WHO to be considered as though they were treaties and necessarily approved by the Philippines Senate, with considerations for any such approvals listed.
