270 Flights Cancelled Across the Philippines Today After Reported Technical Issues with Power Supply and Flight Radar System. UPDATE: Resolved.
Causes reported due to power supply issue, then power surge affecting equipment. 345 flights affected and nearly 60K passengers. Concerning vulnerability for airline industry operations revealed.
Manila airport in chaos after reported technical issues, here too which started this morning about 9:50 am. Local contacts report the airport radar system is down due to failure of power supply. Would this allow anyone to land undetected? An entire country transport system disabled due to a power disruption.
There are no flights arriving to Manila now.

As of 4 pm, 282 flights had been cancelled or diverted to other airports. Situation reported as being partially resolved.

Looks like flight infrastructure is being targetted. This is the third big event globally this week I think, involving the IT infrastructure of airline companies.
