For example... when asking why someone is vaccine-hesitant, use phrases like... (I translated this)

-I understand what you're saying..

-I understand your concern...

-You have a right to feel x, y, z...

-In this type of situation, you're reaction is normal..

-Let's talk about possible solutions...

That's a far cry from the Brgy Healthworker who told me "IF YOU DON'T GIVE YOUR KID THE POLIO SHOT, AND SOMEONE IN OUR BARANGAY GETS POLIO WE'RE ALL GOING TO BLAME YOU!!!"

The manual goes... "Try to find out where and who exactly is the source of the vaccine-hesitant person's information so you can give the correct sources".

For Vaccination teams:

-Thank the person about to get the shot for making the right decision. Put them at ease and validate their choice.

-In order to increase their confidence, you may share your own COIVD vaccine success story (this is just out and out gaslighting + seduction marketing tactics they're using taxpayer money on)

-post-vaccination: Praise them for making the right choice. Remember to gaslight them about potential side effects (ok I inserted that part). REMIND THEM THAT MASK WEARING IS STILL CRUCIAL EVEN IF YOU ARE VACCINATED. The literal, non-sequitur next sentence after that says ALWAYS BE SURE YOU ARE IN A WELL VENTILATED PLACE.

Well you can't be well-ventilated if you're mask-wearing, right? [idiots]

Then it says "The overall messaging you want to put out is that the Pandemic is not yet over".

-Pregnant women after first trimester are safe to get the myocarditis shot

-Breastfeeding women are fine to get it

If vaccine hesitant:

-Enjoin (um, gaslight) the person by getting people they trust to tell them to get the shot

-Monitor your local communities for misinformation spreaders (red tagging)

-Report their names to the KIRA chatbot of the DOH

And we have the trillion-peso interest on the kickbacks, um.... loans Duterte took out for COIVD, coming up soon.
