I believe Japan was using Ivermectin to great effect, as late as August 2021, then like many other countries, they ditched it in favor of the mRNA jabs. What forces were at play here?

Just think how worse it could have been if the WHO had declared the Covid Pandemic, mandated hard lockdowns, quarantine & multiple vaccinations for two or more years; denied other treatments and shut down all means to travel. Mask wearing rate was also really high like 98%, and though I don't know the current percentage, many of them still wear the stupid masks. Even this guy, the angry speaker, put his mask back on his mouth as soon as finish talking. This bad practice has been normalized, especially among kids. They may not quit this bad habit for the rest of their lives unless it's banned or strongly persuaded.
They wore masks for pollution/allergy reasons in 2000s to 2010s pre-pandemic....for them its more about avoiding allergies and pollution than covid-19. Its been a cultural thing for ages. Pollen is actually a fairly large particle and something masks CAN stop. Small, minute bacteria or virus? They are far smaller particles.
Here in Philippines we have already been permitted to not wear masks for more than a month (indoors and outdoors). However, most people continue to wear masks everywhere. Alone in the car! While exercising! I saw an advanced ballet class all fully masked a week ago! A philharmonic orchestra playing with 80% of the players masked. People walking alone in the early morning!

As for the reason of their mask-wearing pre-pandemic, you are right... It seems that there are many people who suffer from hay fever in Japan. But look at the Y-axis on these 'Japan' graphs: they've only "accelerated" to two deaths per MILLION people? A comparison with western countries shows Japan is STILL doing far better than western countries on the 'deaths per million' metric... and they have always done so. Their 'deaths per million' measure was so low that I'm amazed that they bothered with vaccines at all!
