If true, nothing could explain this except a need to dispose of these jabs into people rather than as waste. These products are only recommended for young women (rightly or wrongly), preferably before they become sexually active. I am following up the person to try to get corroborative evidence on this report.
The thing is, if vaccines are not consumed and become waste, then the next annual budget will be reduced. So there may be desperation to simply use stocks.
