There is no outrage because it is not being talked about openly. Data is not being published. A lot of people seem to still believe that everything is normal.
It's frustrating to hear that it's the paucity of truthful info that's perhaps partially responsible for all this. It obviously confirms the maxim that once a person has been convinced of one info, it's almost difficult if not impossible to make them see another reality.

Or could it be because their ACM- excess death is calculated against an arbitrary average or some other standard that makes it look much lower to yours which seems to be calculated against the 2020 baseline?

BTW... the 2020 paediatric deaths are very telling. I would like to see how Australian Paediatricians would explain it away. Your data in this area is also very similar to what happened in Florida or Georgia state. Confirms those wellness checks are a death trap for the innocent little ones.
Philippines standard approach is simply to compare against prior year data. They don't do 5-year average or other machinations. This makes sense as the data (births and deaths) have typically been increasing every year due to rapidly growing population. I did do forecasts using excel forecast and historical data. Regardless, 2021 data is exceptional beyond anything.prior, and 2022 is not reassuring (no evidence of pull-forward effect at all).
If that's what the Philippines does and i understand you correctly then what this means is that 2022 data is likely to be muted or not throw up any excess deaths considering 2021 is already at an all time high - a new/abnormal baseline data of 2021.
Am inclined to think the 5-yr average adjusted for population is probably better. However, the problem with both approaches is that at some time in the future all the excess deaths will be masked away easily because of the rising death tide.
I have never lost my instinct to protect them....or, at least, be beside myself about this. WTF.
