Congrats to the Congressional staffer who put both Cambodia and Vietnam as indistinguishable shades of grey, and the other ASEAN countries as barely perceptible shades of blue. The incomprehensibility of the bar chart on the Philippines's low PISA results are the damning evidence that even Congressional staffers (supposedly the best interns our schools can provide)--- are also PISA flunks.
